I'm sure the NYT is looking into this, but meanwhile....

Janet Napolitano's visit to Afghanistan certainly was a surprise -- what the hell is the DHS doing in Afghanistan?  And why is it a player in the hunt for the missing billions?  (As if -- why them, why now -- so what is she really doing there?)  'Tis a puzzlement. This post by digby in Hullabaloo is the only one I've found that addresses this.
